Despite numerous previous rehabilitation projects, the Orchard Beach Pavilion, a grand, New-Deal era oceanfront bathhouse in Pelham Bay Park is badly deteriorated, leading to large portions of the building being closed since 2007. The New York City Economic Development Corporation (NYCEDC), in partnership with New York City Department of Parks and Recreation (NYCDPR), is undertaking the rehabilitation of the 140,000-sf structure, which was built in 1937, primarily using inexpensive materials such as red brick, poured and cast concrete, and glazed terracotta.
This designated New York City Landmark’s rehabilitation includes structural stabilization, façade restoration, installation of ADA-compliant entrance ramps, and restoration of loggias, waiting rooms, plazas, and stairs. EnTech completed a geotechnical subsurface investigation for the foundation of new ramps, including performing a site evaluation. The team also developed a geotechnical instrumentation and monitoring plan. EnTech’s environmental team completed a Phase I ESA, overseeing the installation of observation wells and conducting a mold, asbestos, and lead investigation of the facility. Based on the conclusions of the investigations, the firm drafted geotechnical and environmental reports detailing contaminated and hazardous materials found on-site, and abatement and remediation specifications. The team is providing construction phase services, including asbestos and lead abatement monitoring.
