EnTech Announces Key Additions to Claims Resolution Team

EnTech is excited to welcome Rocco A. Mastronardi, PE, and Edmund Louie-Ng to its Claims Resolution team. Both bring over 30 years of experience in analyzing, negotiating, and resolving construction claims and delays, further strengthening EnTech’s services for New York’s public agencies and contractors.

Led by Richard W. Zetterlund, PE, former Chief Engineer at the NYC Office of the  comptroller and former Associate Commissioner of the NYCDDC, the EnTech Claims Resolution team combines decades of expertise with a proven track record of resolving more than 1,000 claims and disputes. The team’s expertise includes claim data collection, dispute resolution, delay claims, time extensions, and claim waiver avoidance.

Rocco Mastronardi is a Professional Engineer with extensive public works experience. He spent 10 years at the NYC Comptroller’s Office, analyzing alternative dispute resolution (ADR) and delay claims, and over 20 years at the NYC Department of Environmental Protection (NYCDEP), where he honed his expertise in construction claims and contract management.

Edmund Louie-Ng brings decades of experience in capital infrastructure projects across the New York metropolitan area. He served over 20 years in the NYC Comptroller’s Office Bureau of Engineering, where he evaluated construction delay claims and resolved complex contract disputes. His earlier roles included work with the U.S. Army Corps of Engineers and various NYC mayoral agencies.
