Positioned on lower Manhattan’s East River waterfront, Pier 35 and Pier 36 are adjoining structures that support a public park, facilities for several city agencies, and private buildings including athletic courts and an event space. A routine inspection found many sections of the piers’ concrete platform, which is supported by steel H-piles, in critical condition. Following the completion of emergency repairs, the NYCEDC undertook this $4 million project to further rehabilitate the substructure and extend the piers’ useful life.
EnTech provided REI services during the construction phase—monitoring work, including topping slab repairs at pier locations where spalling, failing patches, exposed rebar, cracking, or any other severe damage existed. EnTech’s Resident Engineer led monitoring of contractor work on- and off-site for quality, safety, and conformance to contract documents and specifications. Throughout construction, the firm monitored material inspections and coordinated specialized inspections.
