Oscar F. Bustos Joins EnTech as Vice President of Design

EnTech is excited to announce that Oscar F. Bustos, PE, has joined the firm as the Vice President of Design. With EnTech, Oscar will oversee the firm’s design services teams.

Oscar owns a track record of successfully delivering projects on-time and within budget, and with EnTech he will focus on managing resource allocation to ensure that key deliverables meet schedule and budget goals and that they are executed at the firm’s typical high standards of quality. His further responsibilities include building and strengthening client relationships, ensuring client satisfaction, supporting collaboration across EnTech’s disciplines, and leading the development of innovative solutions to project challenges.

Oscar is a civil engineer, licensed in New York, with 22 years of professional experience. Most recently, he managed the New York City office for a 425-employee engineering firm, in which role he led operations and business development efforts, focusing on growth, financial performance, and client partnerships. He helped to oversee a staff of 40+ engineers, inspectors, administrators, and marketing professionals based in New York.

Oscar brings to EnTech demonstrated experience as a hands-on project leader. He has served as a project executive on contracts with various clients in the New York metropolitan area, including the New York City Department of Transportation (NYCDOT), New York City Department of Design and Construction (NYCDDC), New York City Economic Development Corporation (NYCEDC), New York City Department of Parks and Recreation, and the Dormitory Authority of the State of New York (DASNY). He has also worked with numerous public agencies in other regions, including the USDOT Merchant Marine Academy (USMMA), Connecticut Department of Transportation (CTDOT), and several municipalities on Long Island.

Oscar has extensive experience as a project manager for both design and construction management projects relating to infrastructure, transportation, and buildings. He has effectively managed multidisciplinary teams encompassing civil, structural, geotechnical, mechanical, electrical, and plumbing (MEP), fire protection, and environmental engineers, as well as land surveyors.

A well-known leader in the AEC industry, Oscar is actively engaged with several professional organizations. He is presently serving as president of the American Society of Highway Engineers (ASHE) New York Metro section, and he has previously served as the chair of the American Council of Engineering Companies (ACEC) New York’s Federal Highway Administration (FHWA) Committee. He additionally participates in the New York Building Congress, Construction Management Association of America (CMAA), and Society of American Military Engineers (SAME), among others.
